which sterling salaries shall be paid in dollars recommended in my Confidential Despatch under reference, would attract men who have had training in the English or Scotch Prison Services.

Sanitary Inspectors.

If the relief recommended in my Confidential

Despatch under reference is afforded, I do not consider that an increase of salary is necessary for these officers to whom the privilege of the Free Passage Scheme has been recently applied. But I consider that in order to place them on an equal footing

with Inspectors of Police and Overseers in the Public Works Department they should be provided with free quarters. Sanitary Inspectors are recruited from the Police Force or from other un- -skilled candidates, and for such men the initial salary of the

2nd. class is in my opinion sufficient.

Land Bailiffs. New Territories.

The District Officer, Tai Po, recommended

early in the year that Mr. Last, Land Bailiff, who is a particular. -ly deserving officer with 9 years' service on a dollar salary of 81,500 per annum with exchange compensation and free quarters, should receive an increase of the equivalent of £25 per annum. I am prepared to recommend this increase provided the officer accepts a sterling salary of £250 per annum.

The maximum salary of the Land Bailiffs in the

Public Works Department is £250 per annum and as I propose that they (there are only 2 of them) should be provided with free quarters my recommendation will place all these officers on an

equal footing.

Assistant Engineer and Station Officer, Fire Brigade.

The salary of this officer is £216 to £240 per annum with free married quarters, fuel and light and the privilege of the Free Passage Scheme. I consider that these emoluments are sufficient if the relief advocated in my Confiden-

-tial Despatch under reference is granted.
